Political Subdivision’s Contact Information: List the political subdivision’s contact information,
including a mailing address, telephone number, and e-mail address.
Elected Officer of the Political Subdivision: List the names of each elected or appointed public
elective officer within the political subdivision and the year the officer’s term expires. For counties,
this includes providing information regarding county and precinct officers. Counties are not
required to list the names of statewide or district elective officers.
Date and Location of the Next Election for Officers of the Political Subdivision: The political
subdivision should provide the address of the main administrative office (i.e. the location a person
would expect to file candidate applications). Although political subdivisions must include
information regarding the date of the next general election for officers, the best practice would
include posting the date of a special election for an officer as soon as possible after such special
election is ordered. Political subdivisions may also provide a link to the Notice of Election once
same has been issued for an election.
Requirements and Deadline for Filing for Candidacy: Please note, the requirements and
deadline for filing for candidacy of each elected office of the political subdivision must be
continuously posted for at least one year before the election day for the office. The online posting
need not refer to Ethics Commission filing requirements for candidates.
Regarding the candidacy deadline, the best practice would be to include the candidate filing
deadline for general elections, the candidate filing deadline for any special elections which have
been ordered to fill a vacancy, and the write-in candidate deadline.

WEST ORANGE-COVE CISD
ORDER OF A GENERAL ELECTION- Amended March 28, 2022
A Resolution ordering a general election for the purpose of electing three full term Board
Trustee members; providing the early voting date, hours, early voting clerk; providing for
polling places, judges and pay; providing for entering into a contract with the Orange
County Election Administrator to help conduct our election; providing for the use of the
ES&S Expressvote Voting System Machines to comply with state and federal laws setting
requirements for voting systems that permit voters with physical disabilities to cast a
secret ballot; providing for joint election with other entities; providing for other matters
relating to the district election; and finding and determining that the meeting at which this
resolution is passed is open to the public as required by law.
Be it resolved by the West Orange-Cove School Board members:
In accordance with the Texas Education Code, the laws of the State of Texas and the
policy of the West Orange-Cove CISD, there shall be held in the West Orange-Cove CISD
on the 7th day of May, an election for the purpose of electing three (3 year term) Board
Trustee members.
Per the requirements of the Help America Vote Act (HAVA) the West Orange-Cove
School Board shall adopt for use in early voting and election day voting, the ES&S
Expressvote Voting System Machines. Six machines per polling place that will be leased
from Orange County and overseen by the Election Administrator. It is recommended that
the District enter into an Election Services Contract with the Orange County Election
Administrator to assist with the Trustee Election. (See attached Orange County Election
Services Contract and Expressvote Contract)
Effective with the beginning of the 2006-07 school year, school district trustee elections
must be held as joint elections, either with municipalities or counties. (See Texas
Education Code 11.0581) In even numbered years the joint election agreement will be
executed by the participating Cities, School Districts, Port District and Drainage District.
In odd numbered years the agreement shall be executed by the participating Cities and
School Districts only, unless the Port District or Drainage District shall have a special
election on the May uniform election date. (See attached Joint Election Agreement
Contract)
Early voting shall be conducted by the early voting clerk, namely Donna Alford, and the
places at which the early voting shall be conducted is designated as the Orange Public
Library, 220 N. 5" Street, Orange, TX; Bridge City ISD Administration Building - Boardroom 1031 W. Roundbunch Rd. Bridge City, TX 77611; Mauriceville Community Center, 7441 Cohenour Road, Orange, TX; and Raymond
Gould Community Center, 385 Claiborne, Vidor TX. Ballot applications to be voted by
mail are to be sent to the office of the Elections Administrator, 123 S. 6" Street, Orange,
TX. 77630. The deadline for receiving ballot by mail applications is the close of business
on April 26, 2022. The early voting polling place shall be open Monday, April 25, 2022
through Friday, April 29, 2022 8:00 am until 5:00 pm. On Monday, May 2, 2022 and
Tuesday, May 3, 2022 early voting will be conducted from 7:00 am until 7:00 pm.

The presiding judge for each election polling site shall appoint an alternate judge and two
clerks and as many additional clerks as he/she may deem necessary for the proper
conduct of the election, provided that not more than five clerks be appointed for any
election polling site.
The Temporary Deputy Early Voting Clerks, Precinct Election Judges and Alternate
Judges, and the election clerks shall be compensated at the rate of $12.00 dollars per
hour. The judge or clerk who delivers the election returns may be paid an additional sum
of $25.00 dollars as provided in accordance with Election Code Section 32.091 and
32.092.
